Dwyer will provide the Board with a school update on current programs, activities, and schoolwide initiatives. 

In accordance with the California Education Code, the District conducted its annual independent audit of District financial statements for the 2024–25 fiscal year. The audit was performed in compliance with state law and the State Controller’s Audit Guide and was submitted to the Orange County Superintendent of Schools by the December 15 deadline.

The finalized report will be available for public review during normal business hours at the Administrative Services Office and posted on the District’s website under Administrative Services – Fiscal Services, supporting transparency and accountability in District financial operations.

Acceptance of the Audit Report for fiscal year 2024–25, prepared by Jeanette L. Garcia, Certified Public Accountants, is recommended. There is no fiscal impact associated with this item.

In compliance with the California Education Code, the District prepares and publishes an annual School Accountability Report Card (SARC) for each school. SARCs provide families and the community with a comprehensive overview of school performance, programs, staffing, and resources.

The 2024–25 SARCs are primarily based on data from the prior school year, as provided by the California Department of Education, which is why the reports are published one year later. Each SARC includes information on student demographics, school safety and learning climate, academic performance, class sizes, teacher and staff qualifications, curriculum and instruction, postsecondary preparation, and fiscal data.

State law also requires SARCs to reflect the condition of school facilities. Facility information is drawn from the most recent inspection conducted using the Office of Public School Construction Facility Inspection Tool (FIT) or an equivalent locally approved process to determine whether facilities are in “good repair.”

Copies of the SARCs for all eight District schools are available at each school site, at the Educational Services Office, and on the District’s website. Approval of the 2024–25 School Accountability Report Cards is recommended, with no fiscal impact to the District.

Following tentative salary agreements reached with employee associations HBETA and CSEA, the District is proposing a corresponding salary adjustment for Management and Confidential employees, consistent with past District practice.

The proposal includes a two percent (2.0%) salary increase effective July 1, 2025, and applies to Management and Confidential employees, including the Superintendent and Cabinet. The total ongoing fiscal impact of this adjustment is $163,404.

Approval of the compensation proposal is recommended.
