School Report – Seacliff Elementary School

Seacliff will provide the Board with a school update on current programs, activities, and schoolwide initiatives.

2026 Board Meeting Calendar

The Board will consider approval of the meeting schedule for the 2026 calendar year. In accordance with Board Bylaw 9320, the proposed calendar includes one regular Board meeting each month (with the exception of July), held at 6:00 pm as established at the annual organizational meeting. Study sessions and special meetings may be scheduled as needed throughout the year.

Board Bylaw 9250: Remuneration, Reimbursement, and Other Benefits

The Board will discuss and consider potential updates to Board Bylaw 9250 following recent changes in state law. Assembly Bill 1390, effective January 1, 2026, increases the maximum monthly stipend that school district governing boards may receive, with allowable amounts determined by each district’s prior-year average daily attendance. For HBCSD, the new maximum would be $1,200 per month.

Earlier this fall, the Board approved a 5% increase to its monthly stipend, from $278 to $292, and requested that this topic return for further discussion. The Board will consider possible adjustments to the stipend amount, as well as related updates to Board Bylaw 9250. Any fiscal impact will depend on the level of stipend change approved.

Staff will seek direction to amend Board Bylaw 9250 to reflect any Board action taken.

School Plans for Student Achievement (SPSA)

The Board will consider approval of the 2025–26 School Plans for Student Achievement (SPSA) for all eight HBCSD schools. Each SPSA outlines how school sites will use data, research-based strategies, and available resources to support improved student learning and academic growth.

As required by state and federal guidelines, each plan includes an analysis of student performance data; alignment of curriculum, instruction, and materials to state standards; professional development needs; supports for underperforming students; and the use of assessments to guide instruction. Based on this analysis, each school has developed its own student achievement goals aligned with the District’s Local Control and Accountability Plan (LCAP).

Complete SPSA documents for all schools are available for public review on the District website and at individual school sites. Approval of these plans will allow sites to continue implementing their budgets within established guidelines.

Tentative Collective Bargaining Agreement with HBETA

The Board will consider approval of the tentative collective bargaining agreement between the Huntington Beach City School District (HBCSD) and the Huntington Beach Elementary Teachers Association (HBETA) for the 2025–26 school year. HBETA members have already ratified the agreement.

The tentative agreement maintains all existing contract articles, with updates to four sections:
  • Article I – Term of Agreement
  • Article X – Leaves
  • Article XI – Class Size
  • Article XIV – Salary
The agreement includes a 2.0% salary increase effective July 1, 2025, with an ongoing fiscal impact of $657,986 for the 2025–26 year. The Board will review the full agreement and consider formal ratification.

Annual Organizational Meeting

At the Annual Organizational Meeting, the Board will take action on several annual governance appointments for the 2026 calendar year, as required by Board Bylaws and state law.

Election of Board Officers
The Board will nominate and select members to serve in the following leadership roles for 2026:
  • Board President
  • Board Vice President
  • Board Clerk

Committee and Representative Appointments
The Board will also consider nominations and appointments for required committee assignments, including:
  • A representative and alternate to the Nominating Committee for the County Committee on School District Organization
  • A representative and alternate to the Orange County School Boards Association, Educational Topics Central (ETC)
  • Two representatives to the Superintendent’s Board Policy Review Subcommittee
  • Two representatives to the Superintendent’s Facilities Subcommittee
All appointments and officer selections are subject to Board nomination and approval at the meeting.
