AB 1391 Passes First Key Vote — Let’s Keep the Momentum Going
We’re pleased to share an important update in our continued effort to secure equitable funding for Transitional Kindergarten (TK) for Huntington Beach City School District (HBCSD).
Last week, Assembly Bill (AB) 1391 passed its first major hurdle — winning unanimous support (8-0) from the Assembly Education Committee. This legislation, authored by Assemblymember Dawn Addis, would provide TK funding to community-funded districts like ours. The Assembly Appropriations Committee will consider the legislation this month, so we need your help to advocate for HBCSD!
HBCSD is a community-funded district. Unlike most school districts in California, we do not receive any state funds for our TK program. That means the cost of offering this critical early education program comes directly out of our general budget, limiting what other programs and services we can offer. For 2025-26, HBCSD is anticipated to spend more than $2.3M for TK. These resources could be used for other purposes if we received funding from the state.
AB 1391 would fix that. It ensures all children, regardless of the district they live in, receive the same investment in their foundational years.
HBCSD is actively advocating for this bill alongside other community-funded districts in the state. Our local Assemblymember, Diane Dixon, serves on the Assembly Appropriations Committee — the next stop for AB 1391. She represents HBCSD, Newport-Mesa USD, and Laguna Beach USD — all community-funded districts. She needs to hear from the HBCSD community about the importance of AB 1391 to our schools and classrooms!
